Post Stalled Shipment in Hong Kong

Hello. I have paid for the GEN(2) tablet phone on Sept 14th through Paypal. Also, on top I paid for the "Express shipping" through DHL for express delivery.
Finally on Sept 29th my product was shipped...picked up by DHL in HK on the 30th.

Although I paid extra for the "express shipment", DHL says the shipment was chosen to be on "economy" shipping.

PLUS....My biggest issue is the following!
Now the product shipment is stalled in Hong Kong as I see it... when checked with DHL, they tell me the "vendor" has not provided them with billing information. And so, they will NOT ship it out until this is sorted out.

I am not at all impressed and getting very frustrated.
Can you throw some light on what exactly is going on?

OK..here's an update:
Looks like the issue at HK got resolved. My package is on its way out. It has departed HK as per DHL (24 hour after I posted the original message).
DHL says it is normal for holding something for that long (???) and the best part is it in motion...so I am crossing my fingers.
